Stephen is a practising barrister and legal academic at Queen Mary University of London, working on Albertson’s advisory services for sovereign clients on various international law matters. His expertise encompasses Territorial and Maritime disputes (including land boundary claims and maritime delimitation); Maritime Security and Environmental Protection; State Jurisdiction and Immunities; Treaty Law, Law of International Responsibility; International Human Rights Law; Law of Armed Conflict (including Cyber Operations); International Trade/Economic Law; and, Law of International Institutions and Dispute Resolution.
Stephen has sole-authored and co-written several books, most recently The Western Sahara Question and International Law: Recognition Doctrine and Self-determination (Routledge 2024) co-written with his Albertson colleague, Dr Jamie Trinidad KC. His other works include The Oxford Handbook of Jurisdiction in International Law (OUP 2019), The Rights of Indigenous Peoples in Marine Areas (Hart 2019), Fifty Years of the British Indian Ocean Territory: Legal Perspectives (Springer 2018), The Chagos Islanders and International Law (2014); Reflections on the UN Declaration on the Rights of Indigenous Peoples (Hart 2011) and Title to Territory in International Law: A Temporal Analysis (Ashgate 2003). He has also published numerous articles in leading international law journals and periodicals.
